1. विश्वविद्यालयले यथाशिघ्र सम्बन्धन प्राप्त कलेजहरुको निरिक्षण र अनुगमन गर्न टोली पठाउने।
2. विश्वविद्यालयको शैक्षिक कार्यक्रम समय अनुकुल बनाउन शैक्षिक क्यालेण्डर जारी गर्नु पर्ने।
3. परिक्षाको केन्द्र तोक्दा सम्भव भए सम्म पूर्वाञ्चल विश्वविद्यालय अन्तर्गतका कलेजहरुमै केन्द्र राख्नु पर्ने।
4. केन्द्राध्यक्ष तोक्दा विश्वविद्यालयकै पधादिकारीहरुलाई तोक्नु पर्ने।
5. गरिव, जेहेन्दार, जनआन्दोलनका घाइते परिवारको लागि आरक्षणको ब्यवस्था गरिनु पर्ने।
6. महिलाहरुलाई उच्च शिक्षाको लागि प्रोत्साहन गर्न महिलाहरुको लागि छुटै आरक्षणको ब्यवस्था गरिनु पर्ने।
7. परिक्षा सकिएको ६० दिन भित्र परिक्षाफल प्रकाशित गर्नु पर्ने।
8. स्वास्थ क्षेत्र जस्ता संबेदनशिल विषयको अध्ययन र अध्यापनमा कडाईका साथ अनुगमन गर्नु पर्ने।
9. विश्वविद्यालयको केन्द्रिय क्याम्पस पूर्वाञ्चल विश्वविद्यालय स्कूल अफ साइन्स एण्ड टेक्नोलोजीमा स्ववियु गठन गर्नु पर्ने।
10. पूर्वाञ्चल विश्वविद्यालयले सञ्चालनमा ल्याउन लागेको शिक्षण अस्पतालमा स्थानिय जिल्लाका वासिन्दालाई ५% आरक्षण दिनु पर्ने।

His daughter, Deputy Prime Minister and Minister for Foreign Affairs Sujata Koirala lighted the funeral pyre on Late Koirala’s body. Nepal Army offered the final tribute by playing the National Anthem before the cremation.

Koirala was cremated at the same place where Late where Late King Birendra Shah was cremated nine years ago. Thousands of people including political leaders from Nepal and India, diplomats, government officials and others attended the cremation function.

Security personnel had a hard time managing the security of Pashupati area due to the crowd.

An Indian delegation led by Lok Sabha Speaker Meira Kumar and comprising External Affairs Minister S.M Krishna and Finance Minster Pranab Mukherjee and other political leaders also attended Koirala’s final rites at Pashupati Aryaghat.

Koirala was taken to Pashupati Aryaghat from Dashrath Stadium Sunday afternoon in procession participated by tens of thousands of people. Thousands others flanked the streets to pay their last homage to Koirala as the funeral procession passed through Sundhara, Ratnapark, Bagbazaar, Maitidevi, Old Baneshwor and Gaushala before reaching the Aryaghat.

Nepali Congress leaders Sushil Koirala, Ram Chandra Paudel and Sher Bahadur Deuba, aboard the same vehicle which was carrying Koirala’s body, waved at the waiting crowd.

Nepali Congress cadres chanted slogans for the party and the ongoing peace process during the procession.

Earlier, Koirala’s body was kept at Dashrath Stadium, Tripureshwar for last tribute Sunday afternoon. Nepal Army gave a 15-gun salute to Late Koirala from Tundikhel, an honour reserved for former head of the states. Koirala had briefly served as the Acting Head-of-State prior to election of the Constituent Assembly election in 2008.

Koirala passed away during Coma at his daughter Sujata Koirala’s residence in Mandikhatar, Saturday morning after falling sick for over a week.

The octogenarian leader had been suffering from various ailments including pulmonary and respiratory since a few years. His demise has created a confusion in Nepali politics that is going through a critical juncture.

नेपाल विद्यार्थी संघको ईतिहास र योगदानलाई प्रत्येक नेपाली जनताले सम्मान गरेकै छन्। विगत हेर्दा खुशी लाग्छ, यस मानेमा कि नेपाल विद्यार्थी संघको नेतृत्व गरेको ब्यक्ती नेपालको प्रधानमन्त्री र मन्त्रीपद सम्म पाए। तर वर्तमान र भविष्य हेर्दा त्यतीनै दुःख पनि लाग्ने भएको छ। अहिले यस संगठनको गतिविधि हेर्दा अरु विद्यार्थी संगठनको पुच्छर भएको जस्तो भान हुन्छ। वर्तमानमा यो नेतृत्वको अदुरदर्शिता हेर्दा यस संगठनको भविष्य अन्धकारमय भएको आभाष हुन्छ। नेतृत्व गर्ने ब्यक्तिमा क्षमता छैन भन्न खोजिएको हेाईन तर नेतृत्वले गरेको गुठबन्दीका कारण  यसको भविष्य अन्धकारमय भएको देखिन्छ। संस्थागत निर्णयको अभावमा नेतृत्वले मनोमानी ढङ्गले निर्णय गर्दै संगठन हाक्ने दुष्प्रयास गरेको देखिन्छ। मातृपार्टी नेपाली काँग्रेस मुकदर्शक भएर बसेको छ। तर समग्रमा भन्नु पर्दा असर नेपाली काँग्रेसलाई सबैभन्दा बढि हुन्छ। नेपाल विद्यार्थी संघको उद्देश्य यूवा विद्यार्थीलाई नेपाली काँग्रेसको विचार सिकाउनु हो।

राष्ट्रियता, समाजवाद र प्रजातन्त्रको परिभाषा विद्यार्थी जमात सम्म पुर्‍याउनु हो। अर्को अर्थमा भन्नु पर्दा नेपाली काँग्रेस र विद्यार्थी जमातको बीचमा एउटा पुलको काम गर्नु नै हो। तर नेपाल विद्यार्थी संघको नेतृत्वमा बस्ने ब्यक्ती नै गुठबन्दी गर्ने प्रारम्भ गर्‍यो भने यि विचारहरु कसले विद्यार्थी माझ पुर्‍याउने। विपिले देखेको सपनाहरु कसले साकार पार्ने। त्यसकारण नेपाल विद्यार्थी संघको केन्द्रीय नेतृत्वलाई चुस्त दुरुस्त पार्न मातृपार्टी नेपाली काँगे्रसले यथासिघ्र केही ठोस कदम उठाउनुनै पर्छ। संगठन कमजोर भएको देखेर रमाउने केही तत्वहरुले बुझ्नै पर्छ, नेपाल विद्यार्थी  संघ कमजोर अवस्थामा पुग्यो भने लोकतन्त्र र स्वयं नेपाली काँग्रेस नै कमजोर हुनु हो। नेपाल विद्यार्थी संघले केही महत्वपूर्ण त्रुटिहरु गरेका छन्। ति त्रुटिहरुलाई केलाएर हेर्नु पर्छ जस्तो :

१) त्रिभुवन विश्वविद्यालयले गरेको शुल्क वृद्धिको निर्णयको विरोधमा आन्दोलन गर्नुः–

त्रिभुवन विश्व विद्यालय देशकेा सबैभन्दा ठूलो र सबैभन्दा धेरै विद्यार्थी अध्ययन गर्ने विश्व विद्यालयको रुपमा स्थापित भएको छ। यो विश्वविद्यालयले न्यून शुल्कमा शिक्षा दिएर पनि दक्ष जनशक्ती उत्पादन गरेकै हो। तर बदलिदोँ परिस्थिती र प्रतिस्पर्धाको युगमा विश्वविद्यालयले दक्ष र समय सुहाँउदो जनशक्तीको उत्पादन गर्न सकिरहेको छैन। साधन र श्रोतको कमी तथा आर्थिकभारले विश्वविद्यालय धान्नै नसक्ने अवस्थामा पुगेको वास्तविकता सम्पूर्ण विद्यार्थी संगठनका नेताहरुलाई थाहा नभएको होइन्। तर सस्तो लोकप्रियता र गरिवको नाममा राजनीति गरेर विश्वविद्यालयलाई नै धराशायी हुने अवस्थामा पुर्‍याएका छन्। त्यसकारण विश्वविद्यालय जोगाउन नेपाल विद्यार्थी संघको महत्वपूर्ण भूमिका खेल्नुका साटो विश्व विद्यालय नै धरासायी बनाउन अग्रसर भएको देखिन्छ।

२) उच्च माध्यामिक शिक्षा र सिटिमितीको शैक्षिक कार्यक्रमलाई गाउँ केन्द्रीत बनाउन नसक्नु :

त्रिभुवन विश्वविद्यालय बाट प्रमाणपत्र तह लाई हटाउने निर्णय संगै उच्च माध्यामिक शिक्षा (177२) लाई शहर केन्द्रीतको साटो गाउँ केन्द्रीत बनाउनु पर्ने थियो। उच्च माध्यामिक तह शहर र जिल्ला सदरमुकाममा मात्र केन्द्रीत भएको देखिन्छ। जसले गर्दा गरिब र विपन्न वर्गका जनता उच्च शिक्षा बाट वञ्चित हुने खतरा उत्पन्न भएको छ। त्यस्तै विदेशीको सहयोगमा संचालन भएको प्राविधिक तालिम केन्द्रको तालिम पनि शहरी क्षेत्र उन्मुख भएको देखिन्छ। त्यसकारण गरिब र विपन्न वर्गको लागी राजनीति गर्नेहरुले गरिबलाई झन गरिब बनाउन अग्रसर भएको महसुस गर्न सकिन्छ।

३) निजि शिक्षण संस्थानले मनोमानी ढङ्गले असुल्ने शुल्कको विरोधमा आन्दोलन गर्न नसक्नु :

अजबको नेतृत्वको गजबको दुरदर्शिता भन्ने उखानको पर्यायवाची नै हो वर्तमान नेपाल विद्यार्थी संघको नेतृत्व। त्रिभुवन विश्व विद्यालयको आँगिक क्याम्पसहरुको शुल्क वृद्धि हुँदा आन्दोलन गर्ने तर त्यहि विश्व विद्यालय बाट सम्बन्धन प्राप्त कलेजहरुले गरिब नेपाली जनताको रगत चुसिरहँदा आँखा चिम्लेर बस्ने नेपाल विद्यार्थी संघको यो कस्तो नेतृत्व हो? सबैले अब विचार पुर्‍याउनु नै पर्छ।

अन्तमा, त्यसकारण गरिबको नाममा राजनीति धेरै भयो। गरिब नेपाली जनतालाई झन गरिब बनाउने फोहरी शैक्षिक राजनीतिको बाटो अब हामीले  छोड्नै पर्छ। अब नेपाल र नेपाली जनताको प्रतिनिधित्व हुने किसिमको राजनीति हामीले गर्नुपर्छ। मुलुकलाई धनि र गरिबको रेखा कोरेर एउटा आँखाको राजनीति मात्र गरेर नयाँ नेपाल बनाउन सकिंदैन। नयाँ नेपाल बनाउनको निम्ती नेपालीले नेपालीको लागि राजनीति गर्नु पर्छ।

President of Nepal

President Ram Baran Yadav called some acclaimed legal professionals at his residence Saturday and expressed concern over the delay in constitution drafting and the ongoing obstruction of the legislative parliament.

President Yadav sought a collective advice from senior legal professionals Bhimarjun Acharya, Tika Ram Bhattarai, Kumar Regmi, Bipin Adhikari, Parshuram Upadhyaya and Dinesh Tripathi, among others, on his role to expedite the constitution drafting process.

The constitution drafting and peace process should be completed within the stipulated time at any cost; it should not be prolonged by imposing a state of emergency or by amending the Interim Constitution, said a lawyer quoting the President.

The President also sought the lawyers’ advice on what could be his role within the provisions of the Interim Constitution to expedite the process of writing the new constitution.

President Yadav also expressed concern about the confusion on the post of Vice President and the ongoing obstruction of the legislative parliament preventing budget for this year to be passed.

The lawyers advised President Yadav to discuss the issues in good faith with the leaders of the major political parties.

According to Nagarik daily, the President expressed dissatisfaction over a proposal made by Nepali Congress and CPN (UML) to the Unified CPN (Maoist), which indirectly accepts that the President had taken a wrong move on the army chief case.

I have not taken any decision at my discretion and outside the perimeter of the Interim Constitution; all I had done was to suggest the erstwhile Prime Minister to correct the decision on the recommendation of 18 political parties. I am hurt by NC- UML’s proposal which shows me wrong; a lawyer quoted the President as saying.

NC and UML have proposed the Maoists to table a motion at the legislative parliament with the wordings, ‘the legislative parliament directs the government to table bill(s) for amendment of statutes to clarify the confusion seen about the President’s jurisdiction at times.’

The Maoists have not agreed to such wording saying it should be clearly mentioned that the President’s move on the army chief case was wrong, in one or the other way. nepalnews.com
